excel - Make HLOOKUP not match a substring, like Kansas in Arkansas -

i have simple formula.

=hlookup(a18,lists!b1:y7,2,false)

i happy work realized 1 fatal error. have section called arkansas , section called kansas. arkansas has name kansas built in , hlookup looking first value meets criteria. how make exact name, not if can find within words?

a18 has either kansas or arkansas depending on user selection. lists range has state names. 2 next item after names. thought false fix issue didn't.

any great appreciated. i'm sure it's easy. thanks!

i have tested excel 2010 false force exact match though not case sensitive. placed "arkansas" before , in absence of "kansas" , did not return corresponding value of "arkansas". if "kansas" present returned value entry , if wasn't formula returned #n/a. regards,
