i have 2 vcs. vcs root: application vcs root: library. contains libraries used application both in version control.

in build step, choose runner type?

any. build steps , vcs roots not dependent. vcs root specify how retrieve sources , how layout them in working directory. build steps wou specify (compile) retrieved sources , artifacts
